support openvr resolution changes #778

Is your feature request related to a problem?

when running basis in openvr mode, the render resolution is set correctly initially but cannot be changed in any way short of restarting the client

this means no compatibility with software like ovr dynamic resolution and oyasumivr, and makes recovering from graphical performance problems difficult

automatic resolution adjustments (when the dashboard is open, etc) are already a part of the steamvr compositor, and probably should be respected

Describe your preferred solution

similar to most openvr supporting software, the client should respect resolution changes from the compositor in real time

Describe any considered alternatives

i'd also like to bring up the idea of built in dynamic render resolution for all modes, adjusting resolution in a user configured range based on gpu frametime
just like ovr dynamic resolution
