custom user command does not work

I tried to run the below command:

pacclient]$ ./pacclient.py usercmd -c "bsub -J "exp_name" -n 4 -R "rusage[mem=40000]" -e exp_logs/error_%J.log -o exp_logs/output_%J.log python train.py --workload "./data" --exp_name dummy --trajs 1 --seed 0 --epochs 1"

I get the below error:

The user_command you provided is not supported. The supported LSF commands are listed in file <GUI_CONFDIR>/webservice.usercmd.
