LET: mezei flipper control bug report

Issue Description

As an LET instrument scientist I would like my flipper polarisation change to work every time, it is currently failing 1 time in about 500.

How & Where?

Excitations GL reports that this is failing about 1 time in 500. Current set up documented here. Instrument scientist who is best point of contact is RS (Excitations)

Finding this bug will likely involve spending time with the instrument scientist on the beam-line working through the stack.

I have edited the above. Originally the scope was wider and included possible work to migrate some of the logic into IBEX. I have gone back to the GL about this and if it is a priority I will create a separate ticket.
