Chore: [AEA-6540] - enable notifications for all except list for next supplier (#2984)
## Summary - 🤖 Operational or Infrastructure Change ### Details Enable notifications for all _except_ a known list of pharmacies for the next supplier. Also, bumped the lock file as there was a new critical issue reported.
