Manually updated browserslist, caniuse

The `browserslist` and `caniuse-lite` updates were buried deeper than the `npm update` had crawled, and thus failed to update previously. But they throw warnings when running gulp, due to an apparent issue with Visual Studio's Web Compiler extension. This mitigates that issue, at least for this proect.
