On fresh install of Linux Mint 21.1, when adding network printer: "there was an error during the CUPS opperation: 'Success'"

After searching for drivers, the error pops up. I can pair this same printer to a Mint 20.3 machine, which uses system-config-printer v1.5.12. hplip is installed on both, firewall is off. the printer can be accessed from the web portal at http://192.168.0.31
