Adding a tool to SComCat

I oversaw its development and would be happy to answer any questions about it.

It's the software underlying the Open Access Tracking Project, which I also run. I developed TT to meet the needs of OATP, but now it's a general-purpose open tagging platform serving projects on any topic.
