Can SCALE norm be added for hic files?

Hi,

Juicer_tools now has the SCALE normalization method, which I noticed isn't an option with the current SIPMeta. Can this be added?

I am working on a new version for SIP and SIPMeta,
But if you need it now I can quickly update and add the SCALE normalization
