Remove unused Discord formatter constants & method

Remove MaxEmbedDescriptionLength, MaxTotalEmbedLength, the StepIcons dictionary, and the BuildStepsChunks method from DiscordReportFormatter. Cleans up dead/unused code related to building step chunks and step icons; no functional behavior intended to change.
