Add complete CI for AF cpu & cuda

Feature Description

This Repo needs automatic build & test verification of PR's

Specifically:

• build on cpu
• test on cpu
• build on cuda
• test on cuda

currently working on it in this add-ci branch

progress:

• build on cpu ✅
• test on cpu ✅
• build on cuda ✅
• test on cuda ❌

test on cuda can't happen on standard github runners.

If anybody has a solution that does not open a ci pipeline i pay for (or only runs when i explicitly allow a pr to run this), i'd be happy to implement that.

Currently this will just have to rely on me cloning the pr and running it after review :(
