WTFcsv - file size too large + error message

Can we double check the file size limit for WTFcsv? I thought it was 10MB but I uploaded a 4MB csv of dog names (see attached) and it told me the file size was too large.

Relatedly, we should have a nicer error message for when files are too large for us to accomodate - I'm pasting the one that I received.

Evan and Joana, could you roll this into your improvements?

We managed to get this working by adding a key for the nginx config

  client_max_body_size 10M;

Otherwise apparently the default upload limit is 1 MB on the nginx side.

Flask correctly was set to 10MB so didn't need any changes there
