IPv6 traffic is trapped to CPU

Affected tests:

• test_ipv6_nh_state

Observed behavior:

IPv6 traffic (close to line rate) is trapped to CPU and ICMP packets are dropped. After some time (10s-15s) neighbor entries are aged. Without neighbors IPv6 traffic is being dropped and losses are observed in Tgen statistics.

Expected behavior:

• IPv6 traffic is forwarded, but not trapped;
• ICMP (NS) packets are trapped to CPU;
• Neighbors are not aged.
