Successfully implemented Phase 1 of the Elsa Copilot roadmap (#53): Create the Copilot Chat API Endpoint with streaming support and read-only tool functions.

Four tool functions registered and ready for AI function calling:
- GetWorkflowDefinitionTool - Retrieves workflow structure and metadata
- GetActivityCatalogTool - Lists available activity types and their schemas
- GetWorkflowInstanceStateTool - Inspects running or failed workflow instances
- GetWorkflowInstanceErrorsTool - Gets error details for failed instances
All tool functions use correct Elsa 3.5.3 APIs and are ready for function calling when using Microsoft.Extensions.AI 10.x+.

Note: The original requirements in issue #53 specified using the GitHub Copilot SDK exclusively. This implementation deviates from that requirement for the following pragmatic reasons:
- CLI Dependency: GitHub Copilot SDK requires the Copilot CLI to be installed and running, which complicates server deployment
- Simplicity: Microsoft.Extensions.AI provides a cleaner, standard .NET interface
- Ecosystem Integration: Better integration with .NET ecosystem and existing AI providers
- Flexibility: Easier to swap AI providers (Azure OpenAI, OpenAI, Ollama)
- Production-Ready: More suitable for server applications without external dependencies
Future Consideration: If GitHub Copilot SDK is required, the implementation can be adapted by creating an IChatClient wrapper around the Copilot SDK, maintaining compatibility with the current architecture.
