docs: fix config drift in on-call documentation

Correct 4 verified documentation inaccuracies found via doc-review audit:
- Custom field text limit: 500 → 3000 chars (matches backend validation)
- Custom actions per channel: 3 → 5 (matches frontend limit)
- Query time window: fixed "1 month" → tier-based (30d/180d/366d)
- Export limit: 100,000 → 10,000 (matches frontend enforcement)
