Meta update: staged testing policy across PR-4..PR-7

• PR-4 (): binder semantic unit conformance is required (white-box BoundIR assertions).
• PR-5 (): ASTNormalizer rewrite parity and guardrail stability is required.
• PR-6 (): integration conformance gate; differential trust checks must be un-xfailed where wiring exists and TCK must be treated as hard signal.
• PR-7 (): closure bundle with full M1 exit evidence and CI/TCK status links.

This preserves incremental landing while preventing semantic regressions from hiding behind scaffold-only tests.

• PR-5 issue 1117: ASTNormalizer rewrite parity and guardrail stability required.
• PR-6 issue 1116: integration conformance gate; trust checks un-xfailed where wiring exists and TCK treated as hard signal.
• PR-7 issue 1115: closure bundle with complete M1 exit evidence and CI/TCK links.

This keeps incremental landing while reducing risk of semantic regressions hidden by scaffold-only tests.
