iscsiadm discovery times out

When I run the command sudo iscsiadm -m discovery -t st -p $WSLHOSTIP after setting everything up the only output I get is iscsiadm: connect to 172.20.192.1 timed out repeatedly. Any idea what is going wrong? I'm pretty sure I didn't everything in the setup correctly, but if this points to a specific step not being done correctly let me know and I can retry it. Thanks!

Ok, here is what strace on discovery command says:

last line is strange though, it is expected to have all arguments being printed out

Any advice how to debug this further?
