[Bug]: Accepts Tags - c:hidden_from_recipe_viewers

Steps to Reproduce the Bug

1. Add a item say enderio:powdered_copper to c:hidden_from_recipe_viewers
2. View a recipe that uses that tag.
3. Still see that items shows in Accepts Tags

Expected Behavior

1. Not to show item in accept tags if has c:hidden_from_recipe_viewers

Actual Behavior

The second on in that list. enderio:powdered_copper but it has the tag c:hidden_from_recipe_viewers

Not 100% sure this is an issue. As I could see there been a few reason it was left this way.
