[BUG] Low code coverage should block PR

Expected Behavior

If code coverage for PR is <90%, PR should be blocked

Actual Behavior

Code coverages is measured, but not used.

Status checks, including the codecov/* checks on pull requests, are available on paid plans.

On the free plan, Codecov can still post comments, but it won’t create GitHub status checks. There’s nothing misconfigured on our end and no issue with the GitHub App, it’s simply a plan limitation. If having status checks is important for our workflow, upgrading the plan will enable them right away.

The quickest way out is implementing a custom script analyzing the coverage report and failing the check.
