Fix parent points in unreachable code (#27400) (#27406)

In the binder, unreachable code mistakenly skips the `bindJSDoc` call in
`bindChildrenWorker`, which sets parent pointers. The fix is to call
`bindJSDoc` in the case of unreachable code as well.
