Define the format of a protocol and instance binding for SDF

We have agreed to define a standard way to include protocol and instance binding information in the SDF file format to enable SDF to become a template for constructing instances of resources, services, etc.

Protocol bindings may be included as optional elements in the new proposed odmInterface construct

I thought that the whole point of doing SDF was not to include protocol and instance binding.
