[SYCL] reenable win+zedebug (#19539)

We made several improvements to Windows teardown some time ago, but there was a lingering problem with the leak check. However, that seems to be fixed. Am reenabling all the tests that were disabled for this reason. intel/llvm#15003 --------- Signed-off-by: Chris Perkins <chris.perkins@intel.com>
