Refresh automated tests

- Update pinned Python versions to latest minor available for 3.6, 3.7, 3.8, 3.9, and 3.10
- Update Tox config to include 3.9 and 3.10
- Update Python packages inside of requirements-test.txt to latest versions that still support Python 3.6
- Update the Eel Test GitHub workflow
