ci: enhance release workflow with OSS upload and standardized artifact naming

- Add build-check job to determine version and release type
- Update artifact naming: rustfs-cli-{os}-{arch}-{version}.tar.gz
- Generate both versioned and latest artifacts
- Add Aliyun OSS upload (oss://rustfs-artifacts/artifacts/rustfs-cli/release/)
- Use upload-release-assets job pattern (softprops/action-gh-release@v2)
- Update matrix config with os_name/arch fields
