Remove pre-filled message from perpetual contact-us buttons and add redirects to development-services

- Remove message query param from 3 perpetual license "Contact us" buttons on pricing page
- Add redirects from /docs/services/development-services/, /iot-solutions/, and /services/development-services/customers-full-reviews/ to /services/development-services/
