fix(deps): update commitlint monorepo (#256)

Again due to changes in the types on v20.4.0, compatibility for combined v19 and v20 lint and load tests was needed again. This makes the tests ugly in my opinion as casting is required for the v20 types to work on the v19 linter and loader. However, the v20.0.0 release is out since 25 September 2025, but many people are still on v19 or earlier. Of the 4.45 million weekly downloads of [@commitlint/cli](https://www.npmjs.com/package/@commitlint/cli), 1.38 (31%) million are on v20.0.0 and above (31%).
