This is a coercive fix to address inconsistencies between the advertised number of bins (200 on p, 400 on E) and maximum range (2000 MeV on p, 500 MeV on E), and to bring p, E to be (presumed uniform) bin centres rather than bin edges. The probabilities of the files have been preserved; this only changes the bins to be compatible with what SpectralFunc assumes the format to be.

This PR incorporates the new 40Ar SpectralFunction-based tunes used by SBND, and some small QEL fixes.
More details on the new tunes seen in the SBNSoftware fork, SBNSoftware/Generator/#9:
Apart from the new tunes, there is also a small fix to the SF datafiles for Ar40, compared to what is being used in the SBNSoftware fork (see PR SBNSoftware/Generator/#4 that was merged then reverted)
Additionally, the IntegralNuclearInfluenceCutoff is deactivated (set to really high value) as it introduces a large bias in the QEL xsec; see attached image.
