What
Un-undo the config lib update.
TL;DR: Update our config library to a version that backports some tooling from 1.21.

It actually tells you if you need to restart/reopen world/etc. now
How Was This Tested
Ran the game in a clean Prism instance, it runs as expected. Also tested with (most) optional dependencies installed, still works fine.
