chore: Add REUSE.toml for REUSE 3.3 spec compliance

cube.linmath.h used to have the following header. It was removed in this Commit.

This has been added back in this PR. There were a couple of other files that had no copyright or license added. They are set to Apache2.0 and a best guess on Copyright has been made.
