Context

fixes an issue with an unexpected response from the regression test repo GitHub actions api

"GitHub has quietly started returning 200 + metadata for some Actions dispatch calls, especially when:
Using newer API versions
Using Accept: application/vnd.github+json
GitHub can immediately resolve the workflow run"
