Stateful CDK stack. This is stacked on Jim's stateless stack so can build a complete stack on a PR branch.
Not yet to be adopted on main.

make aws-login
source .env (template.env available to copy and edit)
make cdk-stateful-deploy
./scripts/migrate_between_stacks.sh
make cdk-stateless-deploy
# run regression tests
