Can do this as a follow-up, I'm putting this into the merge queue as I think this is causing all of our clangd-tidy actions to fail.

To be sure... Do you mean to delete this because libpfm switched to https://registry.bazel.build/modules/libpfm, even though https://github.com/bazelbuild/bazel-central-registry/blob/main/modules/libpfm/4.13.0/source.json still is served by sourceforge?
