• Add log format config

Test Steps

arm-none-eabi-gcc can define the following in cellular config

#define CELLULAR_LOG_FMT_SIZE "u"
#define CELLULAR_LOG_FMT_UINT32 "lu"
#define CELLULAR_LOG_FMT_INT32 "ld"
