Update the Linux workflow Github Action

Summary: There's a couple of extra dependencies.  Plus it seems like getdeps is now adding 'workflow_dispatch' which allows [manually triggering on-demand CI runs](https://docs.github.com/en/actions/reference/workflows-and-actions/events-that-trigger-workflows#workflow_dispatch) (added in D96800077).
