Since PlacementAPI is now part of nova-operator, this commit ensures that it is properly included in CSV

tests are missing for this change, a followup PR can be added. unfortunately I could not find any existing example for CSV validation in nova tests.

• placement kustomization / final ready condition related - fuctional tests, or other similar kind of tests
• kuttl secenario for full deployemnt with placement - deploy and assert if placement reaches API ready state, assert nova services can communicate to placement, check this once kuttl/test-suites/default/cell-tests/
• for csv may be its validated by general build, have to differ to others.
