Description
Initializes the new Compactor service. Adds a flag to check if standalone compactor is enabled on the cluster. If it isn't, we need to spawn one on the indexers to mimic the logic that exists today where indexers also compact. If it is, it's business as usual.
How was this PR tested?
Unit tests and integ tests. Still doing a bunch of scaffolding. Once all that's done can test on a real cluster.
